The evaluation took the form of a Real Time Evaluation (RTE), meaning that it was carried out while the Activity was in full implementation and fed back its findings to the management for immediate use. RTE is an iterative process of regular evaluation missions that follow, assess and document implementation progress based on document review and triangulation with field observations and interviews.
